Rule of thumb: If it sounds to good to be true, than it isn't. and If you have to buy an exercise program, it isn't going to help. Eating what the food pyramid tells you, reducing intake of useless food (soda, candy, chips) and exercising 45 minutes a day will making you HEALTHIER. Rapid weight loss is UNHEALTHY and not a solution. 
:( i know. but i only need to lose a stubborn belly that's probably only a few pounds. any tips on what kind of exercise to do for that? sit ups aren't doing much. i'm starting to get some tone in my upper portion but my lower portion is pissing the shit out of me. and i carry a lot of excess water. so if you can give me tips on that, that would be great. 
I don't know much about excess water, but I do know that you need to drink a certain amount and no more than that a day, over a period of time. The lower torso is always the hardest to lose. The only way you're going to be able to do this is by toning. Don't focus on losing weight because in reality you're going to be gaining muscle weight, which is heavier than fat. Try doing weighted sit-ups (I've only heard of these, so do some research for more information.) or better yet, talk to your doctor/nutritionist or even your P.E. teacher for better tips. I'm actually pretty surprised that you've been working out. I thought you'd be like me and only wish for it. Good luck and if you need anything else I'll try to help.
