I'm making a website, and the concept is a bit childish, but I'm directing it mainly to teens and older, but I'm allowing all ages to participate... Does my site have to comply with COPPA is this is the case?

Yeah... I didn't want to post it in Web Design, as there's hardly any activity there, and it usually takes a day or longer to get a reply

Your site has to comply with COPPA if you are collecting information on users, and allowing users under the age of 13 to submit information. Simple as. The obvious get out is forbidding under 13s to register; I guarantee that the majority will just lie about their age in that case.
