information technology resume and cover letter

Alright so I have my resume ready but I'm not sure if I should be specific on some things. I have down some knowledge of windows and linux but should I specify on which versions that I've installed. Also should I put that I've worked with these OS's? In the skills part it shows that I'm rounded in some knowledge of windows, linux, pc's, and I have skills in internet research and keyboarding.  Also on the cover letter, its being sent through email along with the resume but its to Human Resources. I tried to call them but no one would pick up the phone and I don't want to email them on the only email that they have there because I don't want to mess things up with them before I send out the files. There is no name to put down for Human Resources. So would I just put to Human Resources? Also because I don't know what I can offer them I don't really know what to put down in the cover letter. All I can really think of is that they will help someone new to the field of Information Technology in trying to succeed in college and in life.
