Have you tried joining a group or organization on-campus? Or even tried intramural sports (if your school does them)? Those are excellent ways to meet new people.

Perhaps you haven't met the right people yet. When does rush end there? If it is still ongoing, go to a few events, and meet some of the fraternities on campus. Unless you're going to a massive party school, they can very often be a great place to make friends, find support, and build a network that will be of value upon graduation. If it is too late to do so this semester, remember that many college allow rushing at the start of the spring semester too. You could then make a point of doing so then. Obviously, there are other ways to make friends. And if Greek life isn't your thing, so be it. But I would advise giving it a chance. I never really thought of myself as the Greek type, until I met the guys in the frat that I rushed.

Find classes that have a lot of group-oriented work. There are some classes that nobody will talk to you, and others where you do meet a lot of great people. And I've already found that making friends is hard in college, but you just can't be afraid to introduce yourself to people. Trust me, that's so difficult even for me but it's paid off.
