Sounds like your friend has a point though. RAs are supposed to encourage a healthy environment for everyone to be able to socialize. He has gone over the line with the partying and even further by hooking up with his residents. There's a reason why it's against the rules at most colleges for RAs not to party and date residents or even other RAs in which they will have to be in contact day in and day out.

well he's not MY RA, we don't have coed dorms....but yeah my friend told me that one of his friends on the 'inside' said they're already investigating RA's so i dont' think he will report him

In his defence, partying and alcohol were the only times we could have a break! Seriosuly! We promote a healthy and safe environment 24x7 and sometimes we need to have a break. I was investigated a couple of times this year by my bosses (including my myspace and facebook account where all the photos are held) and if we're off duty and not breaking any of the rules its OK. I avoid drinking on campus (For this reason, people have to see us as role models), but I have no hesisitation in taking my residents to the clubs for drinks etc. AS far as the hooking up thing..... Is this a personal problem or a problem with him as an RA? If it has nothing to do with his role as RA then leave it (We're not allowed to hook up with anyone in the same building, not sure if that applies for you). Remember guys, RAs are people too. And its uber hard to always be the one enforcing the rules when you really want to get out there, chill out and have some fun too.

There's a difference between partying it up in your dorm room and going off campus to do it. A HUGE difference. My cousin was an RA back in his school and I hung out with a lot of RAs back at my school. Both schools have rules that you should never date another RA in your complex or date your residents because it could cause some major drama that no one wants to get involved with. It's pretty dumb to party in your room, and even dumber to do so if you're an RA- you're going to get caught. Pretty plain and simple. Either it's by a co-worker or a resident that doesn't like you... you're bound to get caught for it in the dorms. 
I support reporting him for being such an idiot, actually.
