If it's in the lease, then, yes, you do have to report that stuff.

Our RA/CA's. It's loitering, and that's breaking a contract/part of the lease.

We're not even supposed to leave our doors open, and stuff.

Who cares. If they were, good for them. If it wasn't, fine. Even with college regulations, the students are still adults. If they can't act in adult ways than what's the civil liberty of being able to have sex? As for you, you should grow a set and break the rules yourself.

A lease is a leaes is a lease. You break it, you're breaking the contract, and you can get thrown out, legally.

When you sign a lease/contract, you're expected to follow it, no ifs, ands, or buts.

Now, I'n not saying I follow the rules. I have my guy stay over, and it's well past 1 a.m. when he leaves, if he does. But, if I get caught, I know I've violated the rules.

The RA's HAVE to look for things like this. It's in their contract of work. They don't want a pink slip, just as much as you and I don't want one.

The level of oversight in the RA department is virtually null. Unless there is an event that surfaces with clear evidence of the RA's knowledge prior/and/or during the act, nothing can/will happen to them.

Most RA's understand that it is freshman year [or whatever year one is in] and students are getting adjusted to their new freedom, as well as acting like college students all around.

I am not saying that RA's should not do their job, but there is a bit of discretion that is pretty much taken as a given when you get that position. You want to maintain order and keep a safe environment according to the rules, but you also want to respect the rights of the residents and act in a mature/understanding way.

But if an RA SUSPECTS, they are, bound by contract, obliged to make an investigation out of it.

As an RA, they must accept their job. They've signed the contract. They have no say around it.

What the job contract states, as the lease contract, sits firm, and is pretty much set in stone. Discretion is really not an acceptable aspect in an RA's job. The rules come before the students, any day, and every day. You act upon the rules. That is your job as an RA. You're not their friends. You're their landlord, or at least, the landlord's assistant.
