I believe they would shut off your connection for a few seconds or something. And then when they turn it back on, the system just issues you a new one. Same thing if you unplug your modem. But it takes a bit longer because the main computer servers and shit need to realize you've unplugged.

You can get a device called an IP scrambler, which will, well, scramble your IP.

Not really. I mean, you don't see it used for anything really serious, just internet forums and games and shit. Stuff nobody REALLY cares that much - if you want to go through all the trouble of unplugging, calling your ISP, or buying a scrambler, just to post on a forum or regain access to a game server, you fail hard.
