Yeah, ip addresses are traced to a general location, but the only way to really find the actual address of the ip is to ask the ISP.
And yeah, you can change it. But, if after all the information on the first page of the topic you're still unable to, I'm not going to tell you how now :P

If your internet connection has a dynamic ip (Most residential internet connections have) then its easy. Every time you connect to your ISP your isp will issue you an IP. With a dynamic ip the ip you are assigned will be different everytime you resync with your ip. The easy way is just to disconnect your internet from your modem and reconnect.
If on the other hand you have a static ip address you will have to ask your isp to assign you a different one. I dont know what the procedure is for this as i haven't done it my self.
