What sense does it make to continue to allow the same topic to be repeated when there's already one literally RIGHT ABOVE it?

I'm bumping this because I really want my question answered. Why is it that you guys are always saying that you delete abortion topics because there is already a sticky on it, but the one that RelientKFan made (in the link I provided above) gets to stay? Is this just because she has a blue name, which I suspect is the case? Is that not a bit inconsistent, unfair and biased?
Edit: It's now been a week since I originally asked my question. Not a single one of you mods stepped forward to challenge me. That's fine, but all that does is confirm what I first thought, that you guys are fucking biased. Apparently, it's ok when a mod makes a topic when there's already a sticky, but not ok for anybody else. I knew it.
