If you are not interested in the support side of LW then don't bother posting in this thread. I think as every member knows, change is needed, and now. People who need help aren't getting it, and people who help, don't always give help and just use hand over 10 replies for a status to look pretty and remove posts. We need change, now. This is was a support site, lets turn it back into one.
David, if you read this(which I doubt). The support in LiveWire has dropped dramatically and LiveWire is going downhill. LiveWire will never be dead, it's too popular to die, but the support will easily die. I get the impression that you don't really care about support, you just want a website to make you look good so you get jobs coding other websites. Prove me wrong?

Change number 1: Splitting up the forums.
You see that beautiful thing in the top left corner we have which says Teen:College:Tech? They are the different forum categories, under this change the corner would now look like this:
Teen : College : Support :Tech
The teen forum would hold crap like poetry, politics, DTRM and other crap which isn't support.
College would hold everything it does now, it wouldn't change, as some college problems could not be answered by teens as they would have little experience with college.
Support would hold all of the teen support forums. E.g teen eating disorders, teen sexuality, etc.
Tech would not change.
I believe that this will make it easier to find support and just keep LiveWire cleaner.

Change 2: Better SL moderating.
Many SL's just grab ten replies and apply, they get through and then all they do is enjoy their badge and post removing powers. I propose that every SL is assigned to a mod, kinda the same way that novices get assigned to an SL. This could give the mods a page similar to the novice page, where they could keep track of the number of eHelps replied to, and number of serious forum replies. After a period of time (60-90 days?) the moderator will be prompted to see how well the SL has done over 60 days, if they haven't come up to the mods standard then they can be demoted. This will be done every time period (60-90 days) to make sure the SL's are not abusing powers.

Change 3: No points gained from DTRM
The spammers will hate this, and many people will oppose it due to them getting most of their points there. I believe if people didn't get points for posting in DTRM then they would post there less and more in the other forums, maybe a topic could catch their eye and they could help people, bringing more support, this would also bring down spam.
OR
If you didn't like that, split up DTRM into The Random Forum and The Spam forum. If someone has a problem or a question that isn't spam, then they could post it in RF, which would still earn them points as it's a valid question. SF would not earn any points and anything goes here apart from serious guidelines (Encouraging harm etc.) this would also not appear in the fresh topics list bringing down spam.
