No, not really. It depends from drug to drug, but usually either the drug inhibits the breakdown of neurotransmitter causing large amounts to remain inside the synaptic cleft (such as with MDMA I believe), or the drug can prevent the neurotransmitter from forming causing less action potentials to be transferred and hence less propagation of the impulse. Or it can be something else too. There're lots of ways drugs can have effects on the brain.
