Actually, a bit of both.
The thing is that this song is just one small example of all the baawww you hear about how the evil whites keep stealing things that are 'black'.
My all time favorite was how white people were destroying the concept of the historically black university, especially since all the wealthy blacks were now going to 'white' schools and taking all their money with them.
