Both. Sometimes I make it soupy, other times I make it without so much broth, just enough to make it able to be mixed.

I will usually eat ramen as a soup, with a base in it.

I will usually eat soba w/o a soup base.  Maybe just a little (2x tablespoon).  

I guess noodles are noodles :)

i eat them with a work, just the noodles, i usually poor almost all the liquid out after im done making them
