The cost doesn't matter for me personally as we all pay the same for education over here. I first looked at which Unis had my course, then I looked at which were the best and which I could realistically be accpeted into with my grades. Then out of the Unis left I picked which ones I would like to go to based on location, then I visited the ones I was accpeted into after applying and that is pretty much how I chose my uni.
