Webhosts should provide FTP as standard. Many free providers do not provide FTP but some do. If you are paying however, yes FTP is a standard feature along with a web based feature for adding files.

You cannot upload with the command prompt allone.. You would either use the command prompt to talk to the FTP server in which case FTP would be required, or you would use SSH (In Linux)... Although SSH is only ussually avaliable on paid for accounts

so if i have a paid host i dont have to pay an additional fee, but if i have free hosting there might be a charge? does dreamhost, 1and1 and bluehost charge to update your site?

I believe dreamhost, 1and1 and bluehost all offer paid for services rather than free services.

All of these companies offer FTP with there paid for services. Are you looking for paid web hosting or free webhosting?

Remembering free webhosting will have many limitations and may not have FTP. They may also not allow the use of items such as forums.

when you say "I believe dreamhost, 1and1 and bluehost all offer paid for services rather than free services." do you mean i have to pay for space monthly AND additional cost....if so what are these other services?

You will have to pay for a domain name. Depending on the domain name that will be roughly £4,99 for one year.

So say for example you wanted... sake.net for one year.
Costs would be:

sake.net = £4.99
Black hosting for one year = £22.99
Total = £27.98
