When is a 'duty of care' owed in civil law in Torts?
I know what it is, and I know the situations in which it is owed, but in a sentence or two, can anyone sort of sum it up for me? Like, a duty of care is owed when an individual or group relies on the care of another individual or group?
Something like that.. or something.. I just cant sum it up correctly.

Have another drink and drive yourself home.
I hope there's ice on all the roads.
And you can think of me when you forget your seatbelt,
and again when your head goes through the windshield.
