Do you understand how a headlight works? Not only does it broadcast its light left and right, it broadcasts up and down. Obviously, at more acute angles, but it still does go up and down - hence how you can see the car in front of you or a deer in front of you as you're about to hit it.
Do you really need me to explain how a reflective headlight works?
If a headlight is off by a few degrees, it will give the appearance of pointing straight ahead or slightly up. This doesn't mean the driver wouldn't see anything on the road, it just wont be as good of light as if it were facing at the correct angle.
All highbeams are, are slightly brighter bulbs and the same thing your headlight is, just focused to go farther. But, the key here, is that they point pretty much straight ahead, versus slightly to the ground.
This is why, when you pass an oncoming car with its highbeams on, they're brighter. Not only because of the brighter bulbs, but because they are pointing straight ahead.
