I don't know who FCC are but the mods punish people for telling them to harm and kill themselves. I once did it by accident myself and had a very harsh punishment. Just because you see it as soon as it's posted doesn't mean they don't punish the poster and remove the post so essentially that person is made an example of and the mods are just doing the best to stay on top of things.
