FCC doesn't control the internet because the internet is international and uncontrolled, there has been laws trying to censor the internet but pretty much all of them have been declared unconstitutional.

However, the internet is an international network, and so far the rulings have been to not touch it if its not illegal (kiddy porn, copyright infringement mostly)
