They've even gone as far as saying that if we don't do well then they take away parking privileges. Even though we PAY for those.
And some people just aren't good writers, it can't really be helped. It's not fair.

You don't have to be a literary bombshell to pass those stupid tests, they don't test you on your poetic diction, they test you to see if you can read a paragraph and understand it, and then follow up by writing some sort of  answer to some so-simple-a-third-grader-could-do-it comprehension question.

If you can't pass a school-wide writing test then you pretty much [I hate to say things like this, it makes me sound stupid, but..] fail at life.
