Internet bogged down

Ok my internet has just started to lag up on me. I first noticed it while I was playing RuneScape. I kept getting disconnected and could not move. So I decided to go onto MySpace and it was connecting slow. Them my cousin came over and he tried playing Xbox Live but nothing was working and when he did get into a room he could not move any bit. Then I tried to play Counter Strike on the Xbox and after I bought my weapons I could not move.

I use Charter High Speed Internet and Windows Vista (Sadly). It is a Routered connection and no one is downloading anything or running anything that would slow the internet down. This is the first time we have ever had this problem and we have been set up like this for a years now.

Do you do a lot of downloading at other times, e.g. on BitTorrent?  Most (if not all) ISPs will throttle your download / upload speeds if you pass a certain amount - even on an 'unlimited' data plan.

Yeah I do tend to download a lot of Music, is there anyway to fix it?
