I've never heard of such a ruling. In 255 days of moderating, I've never seen an issue brought up with this.

The answer to your question:  It's either a carry over from when LiveWire's words were censored - OR it's intended.  If it's the first option, we obviously need not go further.  If it's the second option:

Signatures =/= everyday posting.  Perhaps David envisioned people filling the entire box full of capital letter "FUCK"s, which would be excessive, and disabled it.  Either way, it simply goes to show, if David really wanted a bad language free environment, he could have it without much trouble at all, further creating a fallacy in your arguments.

Or he could have just wanted to not stifle discussion. Knowing that teens use that kind of language a lot, censoring everything would have hampered free discussion. But he still put the 'rule' in place about excessive language... why? Maybe because he didn't think of saying "language you would use in your classroom" as a guide, similar to "wearing what you could walk down the street in".
