When I was 10 I was able to bike more than 15 miles out taking the bike path and many spots do not have payphones, but lived without one.  Someone who is 15 and hardly active has no need for a phone.

It comes down to if is a kid could actually use it besides to TXT friends back and forth.  But, there should be no obligation for a parent to start paying if they do not want to.

Sure comes in handy but there is no need.  If a car breaks down you can walk.  Before the late 90s most people did not have a cell phone and they survived without it.

While I agree with you that they aren't really needed, I remembered back in my day...  you'd be trying to call some friend, they're out at sports or something. Leave a message with the older sister that doesn't even pass it on, call back when they said they'd be home, still not there... about 10 minutes...    call again. Woooo!  

No seriously but, I didn't get one til I was like 15, never actually used it for much more than an alarm clock and occasional calls up til I was like 17. Mix of couldn't afford credit and I don't like calling people, would much rather talk to someone in person. I've only found I want it more these days to keep on top of work as I do two jobs and I'm often arranging things with my gf and pretty much am between two homes, so it really comes in handy.

People don't usually actually need them but, barring an emergency or needing one for their line of work. But in todays society everyone pretty much has to be contactable 24/7, everything is so rushed, here and now. We have less and less time to do things, so people better be networked so you can contact them when you want...  it can't wait.
