i don't know which country should i pick...but
based on my experience,french & italian & Portuguese & english & of course AMERICAN don't know more than 1 language  ! they barely use a 2nd language !

...but learning langauge is cool

Go to France and you'll see they refuse to speak in any other language than French.

USA, Canada, UK, Ireland, Australia, New Zealand and any other English speaking country I've forgotten about all suck at learning languages.
