Was it his constant spamming and websites about how he had been banned unfairly that got him back on? He made websites saying how shit the moderating team are, that can't have made you think "Oh he's right! Let's let him back." I remember when mods would say "Just ignore him [his alternative accounts] like the rest of us", what happened to convince you to let him back? He's already put down LiveWire members and the forum as a whole by complaining about it, and although he might not have actually spammed yet, it'll happen in time...
