You can use a light concealer, and I'm sure there is creme you can get cheaper than 30$.

You could try using cover-up? When my girlfriend used to have that, she would always use cover-up to hide the bags. Another thing is, maybe you're in sunlight, or in light in general too much. Sometimes, the light off the computer screen can do that to you, When you're on the computer, try turning the lights off, so only the computer is on, and sleep with all lights off ( I know it sounds weird but a lot of people I've known have slept with lights on for some reason). put 2 teaspoons in the freezer for an hor and then put them on your eyes.....works wonders...
