The not letting you come during sex thing is bizarre if your being safe, maybe she's really paranoid about getting pregnant in which case you should suggest she go on the pill and you still use a condom that way your really really safe and there's no problem with you coming. The oral sex thing though is more understandable it's pretty common for women not to want to give blow jobs for lots of reasons, she could find it disrespectful, gross or maybe she's just outright uncomfortable with the idea. So ask her, don't in anyway push though and don't give her oral if your only doing it looking for something in return.

you shouldnt NEED to finish inside her.. especially if it makes her uncomfortable. if she is on birth control..and you are using a condom and being smart about it.. talk to her. maybe she is just scared.

I understand the oral thing. and i don't expect anything in return..but you know it would be nice. but thats fine.
