From an european's viewpoint, your word "nigger" has no historical, cultural or factual reasons to be kept alive. It's not an actual term like "hispanic", because hispanic describes a person. Why not use "negro"? Because the people who use the word "nigger" want to put themself above negros, for whatever the reasons might be.
