I highly doubt you reformat your computer every week and reinstall Windows every week. That's way too much work. And have you ever thought that the virus would lurk onto the documents you save and hence be a part of the CD?

If you're not actually booting from an OS disk and formatting that way, then I wouldn't say the format is entirely complete... if you really are formatting the hard drive, then every single program on your computer would need to be reinstalled. You can archive files (I have an external drive that connects via USB), but you can't just archive a program.
