Try and help out neighbors with things, like mowing their lawn and other stuff like that.

Fast food is probably your best bet.  I got really lucky working at a skating rink when I was 14.  Look around, there are plenty of people that need jobs done.  Even if you don't work for a company.

Some job where you would get paid under the counter. Like a concession stand at the flea market or a local restaurant waitress.

volunteer to visit bedriden elderly who don't get visitors. I know it sounds lame, but they are actually cool people. Of course, I'm a caregiver and I take care of elderly all day. It takes some getting used to and you have to stay positive, but sometimes you meet one you like and become friends.

Most places will not hire under 16. It is sorta rare to get one at 15, and lucky. And I highly doubt, very highly doubt they'd hire at 14.

My suggestions: mow lawns, dog sit, etc.
