I was checking online for a 30 round magazine for my rifle and I've noticed on one site it said it can not ship to NY. Then on a couple of other sites they say the same thing. Is it completely illegal to have a magazine that size in NY?

By what the sites say it probably would be.You can have the magazine,it just cant be capable of holding 30rds. Youd have to cut it down or modify it, so it is not redily restorable to 30rd capacity. Or try to find a place that sells 10rders.
