Maybe your whole concept of 'reckless' driving is moot, because driving over the posted speed limit IS reckless because of the speed limit.

if its 55, a few people do slow down to try to avoid a ticket, causing a lot of tailgating and aggressive driving

It's already like that.

There are people going 70 on a highway with a 70 mph speed limit, and others going 80-90.

There will be less damage if everyone goes 15 mph slower. Not as many fatal accidents.

They slow down when it's 70. LOL

It doesn't make a difference what the speed limit is. I know people who go 50-55 in my community which has a 35 mph speed limit - a community filled with little kids and animals and shit. There is absolutely no reason to go that fast over the speed limit.

The only time it makes a difference is if you have to go a very long distance, like 300 miles+, in which case you might as well take a plane because gas is so goddamn expensive.
