What if you think you might need them because you might not get extra money to pay it off, but in the last minute you do get the money, and you don't need them anymore.

It's always best to talk to the people in charge of financial aid, and they'll be able to ask you you questions. The thing with work study is that you'll need to work to receive it... Mine is accepted, but it's at zero, since I don't have a job that gives work study.
In terms of loans, usually it depends on the loans. If you take out the loan, then it will be like paying it back early if you decide not to take it... for me, as soon as I took my loans, it went through in full right to my tuition. However, those loans do not charge a fee if you pay it back earlier than you have (some loans will charge you if you pay them back early because they lose out on interest).
I think you can go through the counselling and not accept the loans yet. I accepted my loans about 4 months into the semester, I believe...?
But really, I'm not sure, I'm pretty new at this myself. I would definitely consider talking to the financial aid department at school, they'll probably be able to answer all your questions, and how you can go about dealing with it and not having to deal with hassles.
