Just download winrar, it'll let you extract files from the rar/zip file. (It's not hard, once you download winrar you just right click and choose 'extract')

Go to download.com
Download winRAR.
Then when you download a .rar file, it will open it in winRAR, then you can extract it to a specific file from there.

.rar/.zip files are both compression formats. They aren't the only ones either. Basically they keep a lot of files compressed into a single smaller file.
You use programs such as Winrar (stated earlier) to 'extract' files from them. There are others, but Winrar seems to work the best for me and it's free.
