Assuming you're on a different device to be on the internet...
Go to Start > Control Pane and you'll see something there to do with Networks and Internet connections. Click that then Set up new connection. Choose Connect to the Internet, then you'll set it up manually with is the second selection, then finally connect to the internet with a connection which is always on which is the 3rd choice I think.

How do you connect to the internet? Wired or wireless? It makes a huge difference. If it's wireless, all you have to do is install the drivers and get some software. If it's wired, you may need to install the driver for it, but it is probably really fucked up.
