Sometimes I go to YouTube or Facebook and everything is in a different place, but it's weird because everything is like one column and it's unorganized.
It looks messy and I can't find any links and stuff.. how could I fix that...

That happens to me too, and it's only been happening while I'm at uni. I know mine is caused by the Uni's proxy server not parsing the CSS files.

All it means is that Facebook and Youtube traffic is quite heavy, and while it downloads all the text and stuff, the connection times out as it is about to download the layout file (CSS) so the formatting doesn't get set correctly in the browser. A refresh usually solves this. I'm not really aware of anything you can personally do to stop it from happening though.
