WOUTER BASSON, accused of masterminding a secret germ and chemical warfare programme in South Africa during the apartheid era, was acquitted of 46 charges yesterday, including murder, conspiracy, fraud and drug trafficking. Dr Basson, 51, walked from Pretoria High Court a free man after a 30-month trial in which horrific allegations were made of drugs, poisons and chemical experiments for use by the security apparatus of the old white regime against its political opponents. The court heard claims that Dr Basson, dubbed "Dr Death" and described by his contemporaries as a "brilliant, innovative scientist", had been asked to develop poisons lethal only to black people. State prosecutors alleged that he had also worked on a plan to induce a cancerous, brain-numbing drug into the food of Nelson Mandela while the African National Congress leader was imprisoned by the old regime. The evidence of Dr Basson's exploits during his 12 years as a brigadier in charge of the clandestine chemical and biological warfare plan known as "Project Coast" was described by one human rights observer as "scarcely credible . . . a bit like James Bond turning out to be Dr Frankenstein". Judge Willie Hartzenberg spent eight hours reading out an abridged version of his 1,500-page judgment, finally dismissing all 46 charges against Dr Basson by saying that the state had failed to prove its case on every count. The state, whose team had spent 10 years investigating the case, charged Dr Basson with 18 counts of murder, conspiracy, assault and intimidation, 24 of theft and fraud involving £3 million of government funds, and three charges of drug dealing.

BEIJING, Jan.7 - China's population and family planning minister said here on Friday that China will work to limit its mainland population below 1.37 billion by 2010. Zhang Weiqing, minister in charge of the National Population and Family Planning Commission, stressed that China will keep its family planning policy in place to maintain a low birth level. "But demographically speaking, China will face another upsurge of population growth in the coming five years, and China's first single-child generation is about to enter reproductive age then, which make it all the more difficult to maintain a low birth level in the coming years," said Zhang. Statistics from the commission show that China's population has been brought under control in the past 5 years, with birth rate and natural growth rate dropped from 14.03 per thousand to 12.29 per thousand and 7.58 per thousand to 5.87 per thousand respectively. According to data released by commission, given China failed to implement the family planning policy, China's population would be nearly 400 million more than the present figure. Zhang said China will continue to improve its legal system on population in an effort to work out laws and regulations to manage unbalanced sex ratio at birth. Government figures show 119 boys are born for every 100 girls in the world's most populous nation. About 40 million men may live as frustrated bachelors by 2020.
They have to use totally drastic laws to keep their population from totally going over board. But compared to Europe thats still huge.
Across Europe, birth rates are falling and family sizes are shrinking. The total fertility rate is now less than two children per woman in every member nation in the European Union (see Figure 1). As a result, European populations are either growing very slowly or beginning to decrease. At the same time, low fertility is accelerating the ageing of European populations. As a region, Europe in 2000 had the highest percentage of people age 65 or older — 15 percent. According to data from the U.S. Bureau of the Census, this percentage is expected to nearly double by 2050.[1]
