Short answer: Many sites offer RSS feeds, so you can read posts on the site without having to actually go to the site itself. All you need is an RSS reader or a website such as Google or Yahoo that can handle a RSS feed.
Basically, it's getting the story to go to you, instead of you having to go to the story.

You use an RSS reader and it will notify you when there is something new.
Some sites also use them for media. For instance, one torrent site I use that specializes in TV shows has an RSS feed of your favorite shows. That way whenever a new episode is released, it will automatically download it.
