Can a girl have a big crush on a guy but not do anything? For example, let say you like a guy but you don't think you are worthy enough for him. Would you not do anything and try to move on or tell him?

Not everyone makes a move all of the time even if they've got a big crush. So yes. A girl can have a big crush on a guy and not make a move. Although she might subtly hint or something at least.
