It's not unheard of, but it can be caused by numerous things. You should go to a doctor and get it checked out so you can get appropriate treatment for it. It might just be an ingrown hair or something. It might also be very awkward to talk to your doctor about it, and at that age I doubt you have an Ob/Gyn doctor. I'd talk to your parents about it and ask them to get you an appointment with your family doctor/GP/HMO.
