unless if it becomes a safety concern to you..like him getting in the wrong crowd and people flipping on for things(wanting to go after you) he did since your his sister and everything, or if it gets to the point you notice its affecting life at home..like arguements and stuff
just keep your mouth shut

it will make it alot easier.

EDIT: to the stealing if hes doing that then maybe you should..
it only gets worse if things like that are left unsaid...believe me.

If he refuses then you would need to tell your parents. It is for his own good and even though he may be furious with you at first at least they could help him get the help he needs.
