It's easy to develop a CBS, especially with XP. Not so sure about VX, I'm not keen on any of them past 2003. I think it still has a scripting engine in it, but its standard system is very flexible. I imagine if you're inspired by ICO/Shadows of the Collossus you're wanting an ABS, which there are tonnes of tutorials and examples for on all the engines.
