If I use a photo from the internet in my website do I have to cite the source or do anything to credit the website where I found it?

If you want to use an image from someone else's site and it isn't royalty free then you need to ask them for permission. If ti is an image in a blog article or something like that the standard way to reference it is simply to make it a link to the original place you got it from.
