East Africans used to be hard for me to understand, but now I love their accent, since I've gotten used to it.
I still have some trouble understanding British folk when they speak fast, but mostly I understand everyone.

I'm gonna say, from what I know of English accents, either a heavy Irish or Scottish. It's the vowels that throws me completely most times. I love them though.
