No you don't have to be on drugs, I know quite a few people who don't do anything when they go to shows. However for me I enjoy being a little intoxicated.
Its hot, sweaty, loud, agressive, but sensual in a way. Sorta like great sex.
Clothing varies. Loud bright colors are kind of a standard. Some people take it over the edge with tons of beads, glow sticks, glitter, lots of bright makeup, even hula hoops, these kids are referred to as kandi kids, to true fans of the music they are a cancer.
Heres a video from a rave/EDM show I went to alittle while ago. The DJ spinning is Kill The Noise, hes a house artist which isn't traditional rave music but you will get the idea.

wear creative clothing, anything glowing/ glowing in blacklights something you can dance in there's I dunno, smoke and lights and drugs and images and people and dancing we had a giant ball pit and a lofted bed above the dance floor three floors of different music on each floor
but honestly 'hot topic with drugs' comes really close to any 'rave' that you get to without being on a guest list.

do you have to be on drugs to have fun and listen to the music?
No you don't, the only real use of drugs in a rave environment is to keep you going for longer. The lights and music put you into a trance-like state which causes a sense of euphoria anyway so you really don't need the drugs.
Whats it like?
Hard to explain, you really have to experience it to know what its like.
what type of clothing do you wear?
Depends on where you go but at a good rave everyone will be having too much fun to care what you are dressed like.
I've only been to one.. it was sorta weird. Lots of fucked up people dancing oddly to weird ass music, fog, and lights. I had a good time (I was on E haha, so didn't care) but if I hadn't been, I probably wouldn't have stayed. Wear whatever you want, I wore jeans and a tank top, but it was SO hot that I flipped my tank top up, so my belly was uncovered, which helped a bit. But yeah people were wearing whatever.
I'd go again, but it's not really my type a scene. Would definitely take E again if I went.

Wow, that's perfect for what most RAVES have become. Like Hot Topic once was, they were more underground.
RAVES can be a great place to party where everyone is on the same level and the positive vibe alone can get a sober person intoxicated or, they can really suck with scene kids running around all over the place dropping like flys because there e-tarded.
Underground illegal raves, which you can only hear about from friends are the way to go.
