I've always understood "white", in today's context, to essentially mean anybody from Europe or of European descent (though I do know that down in Southern Europe, it can get messy with drawing a line between who's white and who's not). Caucasian, however, is slightly different in that includes non-Europeans. It'd include the people of the Caucuses obviously, who are sometimes considered white (but often are not), it'd include all Semites from Arabs in the Middle East to Berbers in North Africa, the Iranians (who are usually not considered white by virtue of not being European), the non-Turkic peoples in Central Asia, and it often includes the Punjabi people in Pakistan and India. If you're said to be Caucasian but not white when you are actually European, it basically means you probably have tanned skin and dark hair, while your ethnic origins appear to indicate you're from somewhere in the Mediterranean which is either not exactly European or has historically not had European inhabitants. 
So they're basically being arbitrary?
