 Perhaps because in remote areas of the continent, condoms aren't so easy to come by, and circumcision is just one thing they can do to help.  

 But....In industrialized nations, there's no excuse for not using a condom if you're not in a monogamous relationship where both partners have been tested for HIV/STIs. Condoms are cheap and readily available, so there's no need for the government to require that parents have their children mutilated.

Actually it makes a lot of sense.

1. Hygiene levels are on average far below the western world.

2. Access to health care is sorely lacking. Ensuring condoms are stored and treated properly is a problem. Ensuring poor quality condoms aren't used is a problem.

3. Millions in Africa hold that condoms are not acceptable with their religion as well as having negative social connotations.
