Yeah it is a big deal. It isn't the governments decision on whether or not they have the right to mutilate a child.

The fact is, we have a much easier and more effective way of preventing HIV infection- condoms. No surgery or desensitization necessary. Pretending that it is dramatically safer to have unprotected sex with a cut cock is not going to prevent the spread of HIV, it's going to make people feel a bit more comfortable having unsafe sex.

Perhaps because in remote areas of the continent, condoms aren't so easy to come by, and circumcision is just one thing they can do to help.

But....In industrialized nations, there's no excuse for not using a condom if you're not in a monogamous relationship where both partners have been tested for HIV/STIs. Condoms are cheap and readily available, so there's no need for the government to require that parents have their children mutilated.

The relatively minor health benefits circumcised males are not worth starting a national scheme for, especially when you consider the rate of surgical complications.
