I made two alyers of one image. I made one of the layers a certain opacity. I'm trying to make the other layer blurred. The problem is I can't make one layer blurry without the other being blurred two. They're seperate layers so what gives? Is there an option somewhere to fix this?

Before you use the blur filter, make sure you select the layer you want blurred in your layers palette and then hide the other layer just to make sure you are working with the correct layer.

By any chance, are you going for the special camera blur effect?

It also helps to increase your highlights with the blurred layer using Image> Levels... for an even more dreamy look.

different dreamy effects can be obtained if u blurr more than 1 layer. copy the original layer and blue a few of them. then set each to a different blending mode, the results are pretty cool.
