it does but i mean, some people take beautiful pictures just by luck or with little skill. i think it's true to say that anybody can be a photographer at times.

No. You just need "the eye," its a mix of visual imagination and artistic talent.
People find their own meaning in everything, photography takes almost no skill at all to someone with the eye for it.
